Wang Guoqiang Elected Chairman of the Sixth Council of China Association of the National Shipbuilding Industry.
On November 23, 2025, the Sixth Membership Congress of the China Association of the National Shipbuilding Industry was grandly held in Beijing. The congress comprehensively reviewed the work carried out by the fifth council of the association, deliberated and adopted various reports and proposals, and elected the sixth council and the first board of supervisors. In attendance were Xu Chunrong, Director of the Second Department of Equipment Industry under the Ministry of Industry and Information Technology; Guo Dacheng, President of the fifth council; Wu Qiang, Executive Vice President of the fifth council; Chen Minjun, Executive Vice President of the fifth council; candidate leaders for the sixth council; as well as representatives from member units, heads of relevant provincial and municipal shipbuilding associations, and other distinguished guests, totaling over 300 participants. The congress was presided over by Wu Qiang, Executive Vice President of the fifth council.
I. Remarkable Achievements: The Fifth Council Delivers an Outstanding Performance
Guo Dacheng, President of the fifth council, presented a work report to the congress. The report provided a comprehensive review of the association's activities and achievements during the tenure of the fifth council. It highlighted that the fifth council, uniting and leading all member units, thoroughly implemented the Party's policies, strictly adhered to political discipline and rules, resolutely upheld the "Two Safeguards," firmly embraced and implemented the new development philosophy, and focused on the requirements for high-quality development in the industry. With promoting structural adjustment, transformation, and upgrading of the industry as its primary focus, the council accelerated the reform and development of the shipbuilding industry, achieving commendable results.

With the collective efforts and collaborative dedication of all member units, the association has proactively taken on responsibilities and successfully established six core platforms: policy research, member services, information consulting, innovation-driven initiatives, education and training, and exchange and cooperation. By facilitating the smooth sharing of data and information, it has provided solid data support for precise government policymaking and scientific business operations of enterprises. Focusing on the key and challenging issues of concern to member units, it has actively promoted the resolution of appeals and the protection of rights and interests. Guided by innovation, it has facilitated technological iteration, upgrading, and the optimization of the industrial structure in the sector. Emphasizing the development of talent in the industry, it has explored new models and pathways for vocational education and training, empowering talent growth and development. Through continuous deepening of international and domestic exchanges and collaboration, it has effectively expanded the industry’s development space and areas of cooperation, contributing significantly to the sustained and healthy development of China's shipbuilding industry.
Chen Minjun, Executive Vice President of the Fifth Council, reported to the congress on the "Charter Amendment Proposal" and the "Membership Fee Standard Amendment Proposal," and provided explanations regarding the candidate selection methods and related matters. Secretary-General Li Yanqing presented the work report of the secretariat and the financial report of the council.
The congress reviewed and approved the relevant reports and proposals.
II. A Promising Future: The New Council Fully Committed to Shaping a New Phase of Development for the Association
The congress elected members of the Sixth Council and the first Board of Supervisors by secret ballot. Through the first meetings of the Sixth Council and the first Board of Supervisors, standing council members, the president, vice presidents, the secretary-general, and the chair of the board of supervisors were respectively elected.
Comrade Wang Guoqiang was elected President of the Sixth Council of the China Association of the National Shipbuilding Industry. Comrades Wang Jianzhong, Wang Qi, Liu Haijin, Sun Yunfei, Li Yanqing, Wu Sichuan, Zhang Xingbo, Zhang Hongfei, Shao Yu, Lin Ou, Luo Le, Luo Bing, Zhou Xuhui, Weng Hongbing, Huang Rutang, Han Dongwang, Han Duanfeng, and Ji Chunyan were elected as Vice Presidents. Comrade Li Yanqing was concurrently appointed Secretary-General and serves as the legal representative of the association. Comrade Chen Hailong was elected Chair of the Board of Supervisors.
Wang Guoqiang delivered a speech titled "Embracing New Missions and Writing a New Chapter—Leading the New Journey of High-Quality Development in China's Shipbuilding Industry." He emphasized that at a time when the industry is experiencing favorable development conditions and remarkable achievements, China's shipbuilding industry must maintain a clear understanding of market cycle fluctuations and severe complex challenges, uphold strategic resolve, persist in innovation and change, calmly address difficulties and challenges, and strive to pioneer a new phase for China's shipbuilding industry.

Wang Guoqiang emphasized that the Sixth Council will keep in mind the requirement of "serving the nation, society, the public, and the industry," and will focus on the following tasks:
First, strengthen Party leadership and fully build a new phase of development for the association. The association must further enhance political guidance, use the Party's innovative theories to steer its high-quality development, thoroughly implement the Party's rule of law philosophy, and advance the governance of the association in accordance with laws and regulations.
Second, remember the association’s mission and better fulfill its role in the "Four Services." The association should unite efforts to carry out integrity-building across the industry, strive to standardize market order, and create a fair competitive environment. Serving member units well should be a priority, promptly communicating the bottlenecks, blockages, pain points, and challenges faced by member enterprises in production and operations to relevant authorities, and actively promoting problem-solving.
Third, consolidate industry strength and collaboratively build new advantages for industrial development. Efforts should be made to consolidate China's scale advantage in shipbuilding, promote lean management across the industry, and build a high-quality brand for Chinese shipbuilding. Industry self-regulation should be strengthened to establish and maintain a fair, just, standardized, and orderly market competition environment. Deepen integration across the upstream and downstream sectors, creating a collaborative innovation community with shared interests, and address blockages in the innovation chain, capital chain, industrial chain, and supply chain to foster common development across the entire value chain.
Fourth, accelerate the application of green and intelligent technologies to seize the initiative in market development. The association should organize member units to establish a nationwide industry research network, proposing forward-looking technology forecasts and policy recommendations. It should build collaborative platforms for industry, academia, research, and application to promote the transformation of scientific and technological achievements. High standards should be set for the development of the association's group standards, summarizing and promoting best practices in the industry's green and intelligent transformation.
III. Achieving New Success: Member Units and Industry Colleagues Advance Together
Attendees extended their congratulations on the successful convening of the congress and the election of Comrade Wang Guoqiang, expressing their active support for the work of the Sixth Council and their commitment to working together to contribute new and greater efforts toward promoting the high-quality development of China's shipbuilding industry and building China into a strong maritime and shipbuilding nation.
Xu Chunrong, Director of the Second Department of Equipment Industry under the Ministry of Industry and Information Technology, expressed high expectations for the association's development. He pointed out that, as a crucial bridge connecting the government and enterprises, the China Association of the National Shipbuilding Industry plays an irreplaceable role in driving the industry's progress. He hopes that, under the leadership of the Sixth Council, the association will further enhance its political stance, thoroughly implement national decisions and deployments related to the shipbuilding industry, actively expand international cooperation, assist Chinese shipbuilding enterprises in participating in global competition and collaboration, and enhance the international influence and competitiveness of China's shipbuilding industry, thereby making greater contributions to building China into a strong maritime nation.

The successful convening of this Membership Congress has infused new vitality into the association's future development. Standing at this new historical starting point, the China Association of the National Shipbuilding Industry, under the leadership of the Sixth Council, will unite all member units, strive diligently, and lead China's shipbuilding industry toward an even more brilliant tomorrow.
The congress also presented the "Blue Sea Deep Cultivation Contribution Award" honor certificates to senior vice presidents who have long been engaged in the work of the industry association.
